Fair questions

No, and the difference is the customer record. On a stitched-together stack the ad platform knows a click, the store knows an order, the courier knows an AWB and the WhatsApp tool knows a phone number — and nothing joins them. Here they are one record, which is what makes "do not remarket to someone whose delivery failed" possible at all.
